This is the response that I received from one manufacturer.  I don&#039;t have any other leads at this time.

All of our Photo logo pen parts are USA-made, either by us or by our
US vendors who make them to our specifications.  We do not sell parts to
anyone, and our vendors are not permitted to use our tooling to make parts
for others.  We are not aware of anyone who sells writing instrument
components in small quantities for individuals that are making their
own pens.  It is getting very difficult to find US vendors for products such as
ours, as most of this manufacturing is now done offshore, so we really don&#039;t have much to offer your inquirer.</description>
